Downtown Austin Community Court
Bonnie conducted an independent analysis of the Mobile Court Pilot, a first-of-its-kind initiative designed to bring court services directly into trusted community spaces. The report documented outcomes across 18 sites, where hundreds of individuals accessed case checks, virtual hearings, and on-site case management. Recommendations focused on scaling the pilot sustainably, strengthening stakeholder engagement, and investing in staff and technology to expand access citywide.

Sharing the Solutions: Police and Court Partnerships to Address Homelessness, a national resource showcasing how justice systems and community partners can collaborate to connect people experiencing homelessness with housing and support. The toolkit highlights innovative practices, case studies, and actionable strategies for building stronger police–court partnerships.

Justice Research and Statistics Association (JRSA)
Bonnie co-authored Women and Girls in Corrections, a national fact sheet highlighting key trends and challenges facing incarcerated women and girls. The report provides data on population growth, offense patterns, and racial disparities, and examines pressing issues such as behavioral health needs, trauma exposure, and the collateral consequences of incarceration. It also underscores the importance of gender-responsive and trauma-informed services to improve outcomes.

Bonnie authored Working Behind the Wall: Mental Health of Correctional-Based Staff, an article examining the unique challenges faced by correctional professionals. The piece highlights the stressors, trauma exposure, and systemic pressures that impact staff mental health, while underscoring the need for organizational support and wellness initiatives to sustain those who work inside correctional environments.

Community Oriented Policing Services (COPS), U.S. Department of Justice
Bonnie co-authored Four Case Studies of Swift and Meaningful Law Enforcement Responses, produced with John Jay College’s Center for Crime Prevention and Control. The report documents how Boston, Chicago, Cincinnati, and Lowell adapted the Group Violence Reduction Strategy to reduce gang violence by combining focused enforcement with community and service-provider partnerships. The case studies highlight innovative enforcement tactics, lessons learned, and the importance of collaboration between law enforcement and communities.

Bonnie authored The Insanity of Incarceration and the Maddening Re-Entry Process: A Call for Change and Justice for Males with Mental Illness, an article examining how incarceration and re-entry policies fail men with serious mental illness.
