About Bonnie Sultan, MA FMHC

With twenty years of field-based and policy reform experience she serves as a thought partner and strategic advisor for state corrections departments, local jails, community courts, law enforcement, behavioral health agencies, and not for profit organizations. Ms. Sultan is a noted expert and published author on criminal justice reform, the intersection of justice and health, gender and trauma responsive programming, the Risk-Need-Responsivity (RNR) model, implementation science, and best practices for successful data-informed policy and practices. Ms. Sultan works with clients to realize agency mission and vision and works with teams to develop organizational culture change strategies, SWOT analysis, and strategic plans that meet current needs and plan for a healthy and successful future.

With experience across public and private systems, Ms. Sultan offers a holistic approach to finding solutions and strives to ensure all voices and perspectives are empowered with a seat at the table. Ms. Sultan has extensive experience with funding administration on the state and federal level as well as works with philanthropy groups to create clear solicitations and recommends grant awards.  Ms. Sultan has led national, state, and local training and technical assistance (TTA) efforts for The Council of State Governments, Justice Center (CSG) and the National Alliance on Mental Illness (NAMI). While at CSG, Ms. Sultan led TTA for U.S. Department of Justice, Bureau of Justice Assistance Second Chance Act and Justice and Mental Health Collaboration Program grants, specializing in correctional and reentry programming for women, people with co-occurring disorders, and high risk/high need populations. At NAMI, she became certified in Crisis Intervention Team Training (CIT) and has worked nationally to support co-responder models and pre-booking jail diversion efforts for people with behavioral health needs.

Ms. Sultan has a Bachelor of Arts degree in Psychology from Ithaca College, a Master of Arts degree in Sociology & Criminology from The George Washington University, and a Master of Arts in Forensic Mental Health Counseling from John Jay College of Criminal Justice. Ms. Sultan is the Vice Chair of the Board of Directors for the National Assessment Center Association, an Advisory Board member for Brooklyn Org, a member of the writing committee for the 4 th Edition of The ASAM Criteria: Correctional Settings and Reentry Volume, and a volunteer with Muddy Paws Rescue.
